Backend Update

1. Fix issue where Observation.component.code is not always returned
2. Fix issue where duplicate Code.Coding with the same system is being returned
3. Fixed an issue where metric measurements were appearing in vital groups when duplicate resourceIDs existed. All measurements should be standardized to use imperial measurements
