Tools for checking active coverage and benefit plans, then locating and reading the underlying insurance policy documents.

Tool	Description
`validate_insurance_coverage`	Checks whether a patient has active insurance coverage and identifies which benefit plan(s) apply.
`list_available_insurance_docs`	Identifies which insurance policy documents exist for a patient, returning the `chunk_group_id`/`document_title` values other tools depend on.
`explore_policy_context`	Retrieves specific chunks from an insurance policy document by their sequential chunk index.
`search_insurance_policy`	Searches insurance policy documents using semantic similarity and returns raw policy passages.
